Nazari_DilbarMrs. Alhaj Dilbar Nazari Delbar Nazaree , daughter of Abdul Nazar, was born 1956 in Khulm formerly Samangan now Balkh Province. Nazari went to Mahste High School in Kholm District of Samangan Province. After graduating from school, she participated in the Kankor test, and was admitted to Balkh University and succeeded in the Literature Faculty, Departments of English and Dari, graduating in 1978. She obtained a degree from the Teachers Training Center of Balkh (Darul-Mualemeen Balkh) and also holds a Bachelor degree from  from Kabul University in International Relations. Nazari holds a degree from Balkh University in Dari and English literature as well as one from private Kateb University in International Relations (2011).

Her own biography includes stints as teacher and principal at the Naeem Shahid High School in Samangan (ten years). She is a former MP and was a member of the Committee on Cultural and Religious affairs in Wolesi Jirga 2005. She worked with Oxfam, German Agro Action, ZOA (a Dutch NGO) and UNICEF and as Civic Educator for the Joint Elections Management Body (JEMB) for the presidential elections in 2004. From 2005, she served as member of parliament for Samangan. In the parliament’s next term (she did not remember the exact year), she became “a legal advisor to the parliament.” She worked in the Ministry of the Interior’s department for the development of the electronic national ID card (“gender section”). She was confirmed as Minister of Women's Affairs by Wolesi Jirga. (20150418)
