3. Biodata:
Naqeebullah_Maj_GenAlhaj Major General Naqibullah, son of Muhammadullah, was born in 1961 in Mehtarlam Baba, Laghman province.  Naqibullah graduated from Rokhan High School in Laghman in 1981. He then continued his studies at the Harbi Pohantoon Military University of Hezb-e-Jamiat Islami in Pakistan in 1984.

Naqibullah was a former jihadi commander of Hezb-e-Jamiat Islami Afghanistan in Khyber Zone, south-eastern Afghanistan. He has also worked as a police chief, and as the head of the Tribal and Ethnic Affairs Department in Laghman province.

He participated in the Constitutional Loya Jirga in 2003.

Alhaj Maj Gen Naqibullah Muhabbat Naqeebullah Mohabbat bagged 3rd most votes in Wolesi Jirga 2010 election in Lagman Province. He is the elder brother of late Esmatullah Muhabat (often spelled Mohabat) who was a MP/MNA in Wolesi Jirga 2005 and a mujaheddin-era commander from Laghman Province.

Naqib Mohabbat is also a former commander and tribal elder from the eastern province of Lagman. Haji Naqeebullah Muhabbat said· no change would occur with the surge of US troops in Afghanistan. "Troop surge will increase the people's problems and the fighting," he added. He said the situation would definitely improve if, instead of spending the billions of dollars on sending and stationing of more troops, that amount was spent on the Afghan police and army.(20091202)

Esmatullah Mohabbat was his brother and he maintained an armed group in Laghman Province and Nangarhar Province through 2004. In 2004 Esmatullah was taken into custody by US forces following a clash between US troops and his militia. Following his capture he was detained for some time on allegations of his involvement with Taliban forces. He was released by US forces shortly before the 2005 Wolesi Jirga elections. Mohabat ran as a candidate in the Wolesi Jirga elections and collected 6,120 votes for 7.3% of the total, coming in third.

Shortly after his election Esmatullah Mohabat was killed along with four of his bodyguards in a gun battle following a dispute with a firewood merchant in Deh Ziarat. The merchant, Haji Sardar had accused Mohabat of burning down one of his stockpiles. Esmatullah was the second newly elected MP to be gunned down following the election. Abdul Hadi Wahidi was elected on the seat vacated due to the death of Esmatullah Muhabbat.(20070314)

Shortly following Mohabat's killing his brother, Haji Naqibullah Mohabat accused provincial officials of complicity in his brother's killing, suggesting that the entire Laghman police establishment had been behind the conspiracy. Naqibullah directly accused Hazrat Ali, Haji Akram and Zalmay Mazlumyar, that the three top police commanders had arranged a checkpoint for the assassination of Mohabat. After Mohabat's killing Mehtarlam was rocked with violent protests as his supporters attacked the house of the man who was arrested for the killing, Mohammad Sardar, as well as the offices of Shah Mahmud Safi, the provincial governor.
