Momand was a tribal leader who fought against the Taliban in his area during the Taliban regime. From 1985-1987, he commanded the 818th border platoon of the Afghan National Army (ANA). From 1987-1989, he served as deputy commander of the 563rd brigade of the ANA and from 1989-1990, as commander of the 568 battalion of the ANA. From 2001-2004, he acted as head of the Department for Tribes and Frontiers in Nangarhar province.
He was a member of the Committee on Defense Affairs in Wolesi Jirga 2005.
In February 2011 Momand and others on a meeting with 100 tNangahar tribal Leaders demanded the removal of Nangahar Governor Gul Agha Shirzai.
