Opponents of Mr. Karzai have accused the local member of Parliament, Hajji Mullah Tarakhel Mohammadi, of organizing the ballot stuffing in Pul-i-Charkhi in order to deliver thousands of votes in favor of President Karzai. The scale is such that it will change the overall result for Kabul Province, they said. Mullah Wakil Tarakhel Muhammadi is a colorful tribal figure whose nickname is "Crazy Tarakhel". He denied any ballot stuffing in an interview at his home. But he said he had urged his tribe to vote for Karzai.

But those claims were put in doubt after a British journalist, Tom Coghlan of The Times of London, visited the settlement, just half an hour from the center of the city, on the morning of the elections. Coghlan arrived at the Hajji Janat Gul High School an hour after the polls had opened, and found no voters. But he did find 12 ballot boxes already full. The lists indicated 5,530 people had already voted, an impossibility in such a short time.

The Kabul teacher, who did not want to be identified by name for fear of reprisals from Mullah Tarakhel, was assigned to be an election worker at the same school, named after Mullah Tarakhel’s late father. When he refused, four of Mullah Tarakhel’s armed guards came in a car and took him away and kept him under guard for the rest of the day. Elders from Kuchi tribe rejected the claims that their representative in parliament, Mullah Tarakhel, was responsible for the killing of two civilians in Kabul on 20100725. There were reports that Tarakhel's bodyguards and police had exchanged fire following a traffic accident in the Pul-i-Khishti area. The trade fire resulted in the killing of two civilians and injuries to seven others. Other source reported: One person was injured and a health clinic damaged during the gunbattle in the Pul-i-Charkhi locality of the capital between the gunmen of lawmakers Mullah Tarakhel Mohammadi and Haji Allah Gul Mujahid on July 23, 2012.

Meanwhile, Mullah Tarakhail Mohammadi, a member of the House of Representatives in the previous government, said that he has the official documents of the township with him and is ready to cooperate with the commission to review the land.
