Text | President Karzai’s Decree No. 3607 “Regarding the settlement of the 1389 electoral dispute” is a continuation of his well known tactic of tricks, misleading, delay and messing around. Instead to clarify the matter legally he continued to confuse and posture. Instead of breaking a political deadlock over more than 60 seats in the lower house of parliament, the Wolesi Jirga, however, the president appears to have muddied the waters. So diffuse is the present situation now, that Wolesi Jirga members, who continued their sit-in for the third consecutive day on 20110813, asked President Hamid Karzai either to accept the rule of law or stand down. Every reader of the Decree No. 3607 – when read in the original language – seems to have come away with different ideas on what it says. Try to understand the Decree published below!
